CANDIDATE BACKGROUND

Delegate Michael Feggans was raised most of his life in the West Kempsville portion of Virginia Beach. A proud product of the Virginia Beach Public School system, he graduated from Tallwood High School and immediately enlisted in the U.S. Air Force to pursue a career that would provide him the opportunity to become an innovative leader. An alumnus of VA Tech, Norfolk State, and UVA, he values and understands the importance of traditional and nontraditional education. After 20 years of service in the Air Force, he knew the best place to retire from the military and start his next phase as a tech entrepreneur was back home in Virginia Beach.

In 2023, Michael flipped House District 97 from a red to a blue seat in one of the most competitive races in Virginia and got right to work, earning the 2024 Climate All-Star Award from the Chesapeake Climate Action Network Fund and the 2024 Legislative Rookie of the Year from the Virginia Education Association. Michael plans to continue his work in the House of Delegates, serving the community he loves.

In the House of Delegates, he has fought for Virginians by promoting resilience in coastal Virginia by supporting renewable energy jobs, expanding clean energy infrastructure, and advocating for long-term environmental solutions. He has supported HB 673, strengthening the Resilient Virginia Revolving Fund by prioritizing naturebased projects and those in low-income communities. He championed HJ 434, which calls for a comprehensive review of how localities contribute to federal coastal storm risk management studies, helping ensure fair and effective planning for our region. He also supported HB 1616, aimed at creating an Offshore Wind Industry Workforce Program, which would have prepared Virginians for clean energy careers, though it was unfortunately vetoed. Additionally, HJ 446 created Zero Waste Awareness Week, designating it as the first whole week of September 2025 & each succeeding year. Michael's commitment to an environmentally responsible future prioritizes hardworking families. He knows that offshore wind power offers both economic and environmental benefits, and will continue to lead the fight to make Virginia Beach a national model for clean energy and climate resilience in the Virginia House of Delegates.
